The HUD will typically accept bids of roughly 11 percent less than the asking price, and will even accept lower bids for properties that have sat on the market for an extended period of time. Such properties are then generally sold off to the highest bidder through the HUD auction process.

If the property has been on the market for several months, you definitely have more leverage in making a lower offer. Further, it costs money for preservation and protection (P&P) of these empty FHA homes, and lots of it. It does the mortgage company no good to hold onto empty properties, because they have to protect and manage them.
