With nation’s home foreclosure rate at the highest in years, there are plenty of bank foreclosed homes for home buyers to choose from. The HUD-funded Moving to Opportunity for Fair Housing study compared different types of housing assistance programs in terms of their impacts on health and health care access, but the study did not include a group of participants that did not receive any housing assistance.

And HUD officials have acknowledged that even when these buildings fail physical inspections, HUD is slow to cancel contracts or impose fines on delinquent landlords — reluctant to force tenants out of their homes and fearing that landlords will pull out of the Section 8 program altogether.

These include the Community Development Block Grants (CDBG), the HOME program, Shelter Plus Care, Emergency Shelter Grants (ESG), Section 8 Moderate Rehabilitation Single Room Occupancy program (Mod Rehab SRO), and Housing Opportunities for Persons with AIDS (HOPWA).

To account for potential selection bias, we compared access to care between respondents who were receiving HUD housing assistance at the time of the survey interview (current recipients) and those who received HUD assistance within twenty-four months of completing the survey interview (future recipients).

The HUD proposal calls out three specific administrative reforms for FHA Multifamily: coordination with FHFA to minimize overlap with the GSEs; allow development on sites with noise levels above 75 decibels, making it easier to finance transit-adjacent properties and those in walkable, urban settings; and raising the threshold for environmental reviews from 200 to 300 units to expedite development timelines.
